An evaluation of ITC performance and comparative advantage at the field level was undertaken by means of ten country-level Field Studies:
Burkina Faso El Salvador India Kenya Kyrgyz Republic Moldova St. Lucia Tanzania Tunisia Vietnam
Country selection for the Field Studies was based on a number of criteria. The sample was designed to be:
- representative of countries at different levels of development (Least Developed Countries (LDC), Other Low Income Countries (OLIC) and Lower Middle Income Countries (LMIC)),
- representative of different regions of the world, and
- representative of both developing countries and transition economies.
Countries were also chosen on the basis of a relatively active ITC programme and a project portfolio covering a range of ITC technical competencies, with completed projects as well as projects under implementation. This process led to the selection of a relatively large sample of 10 countries.
A set of evaluation tools was developed for the country-level Field Studies. These included common questionnaires and data sheets to allow comparability and aggregation of results across countries, and training seminars were conducted for evaluators on the use of these tools. Local evaluators conducted many of the interviews.
